Job information
The Department of Environmental Services (DES) is looking for a Design engineer work in their engineering office, which provides large-scale surveying, design and construction management services for public works improvement projects. This employee will be responsible for internal design, from conceptual planning to final design, and will work with consultants who perform designs on selected projects for multimodal transportation, stormwater management, sanitary sewer and waterworks projects. water supply. The projects are complex, with competing interests and range from $ 100,000 to $ 5 million in overall costs and the work is performed in a constrained urban environment.

The senior level design engineer (Engineer III) must perform the specific tasks listed below in a completely independent manner. The travel level (Engineer II) is expected to perform the specific tasks listed below with limited guidance from his supervisor. The junior level (Engineer I) must perform the specific tasks listed below with important guidance from their supervisor.

Specific tasks include:

  • Participate in the definition of the scope of the project and the preparation of conceptual plans;
  • Develop designs using Autodesk Civil3D or various modeling software and create construction plans for all aspects of public works projects, and analyze civil engineering systems and components;
  • Develop construction specifications and special conditions documents;
  • Coordinate with county, state and federal government regulatory agencies and obtain stormwater and land use permits;
  • Determine the needs for the acquisition of properties and easements and provide the required or supporting information to land surveyors and real estate specialists;
  • Prepare construction cost estimates and manage project procurement and tenders;
  • Provide technical support during construction and respond to inquiries;
  • Review the work of external consultants who provide design services on selected projects; and
  • Present projects for internal review or to citizen groups.

Selection criteria
Junior Level – Engineer I (Minimum):

  • Bachelor’s degree in civil engineering or in an applicable engineering discipline; and
  • Experience using Autodesk Civil3D or similar CAD software.

Travel Level – Engineer II (Minimum):

  • Bachelor’s degree in civil engineering or in an applicable engineering discipline and;
  • Significant professional-level engineering experience with the design of public works improvement projects, including site planning, street design, stormwater management, sanitary sewer design, water supply or related fields OR Significant professional-level engineering experience in a related field, plus at least 1 of the required certifications.

Senior Level – Engineer III (Minimum):

  • Bachelor’s degree in civil engineering or in an applicable engineering discipline; and
  • Significant professional-level engineering experience in the design of public works improvement projects, including site planning, street design, stormwater management, sanitary sewer design, water supply or related fields OR Considerable professional-level engineering experience in a related field plus at least 2 of the required credentials.

Substitution: Experience cannot replace the requirement for an engineering degree. A master’s degree in civil engineering can replace one year of engineering experience.

Desirable: Preference may be given to applicants with experience in one or more of the following areas:

  • Design the rehabilitation of urban streets, storm water management, sanitary sewers, water distribution and related areas;
  • Preparation of construction contract documents;
  • Conduct presentations to stakeholders, including citizens and / or government officials; and
  • Using Autodesk Civil3D or similar CAD software.

Possession of one or more of the following Certifications / Licenses prefer:

  • Professional engineer license (PE) or engineer-in-training (EIT) title;
  • Project Management Professional (PMP);
  • Certified floodplain manager;
  • LEED Green Associate or Accredited Professional (AP);
  • Envision Sustainability Professional (ENV SP); and
  • Combined DEQ administrator (either erosion and sediment control or stormwater management).

Special needs
The following licenses, certifications or training may be required depending on the assignment to Engineer II and Engineer III levels:

  • Project Management Professional (PMP);
  • LEED Green Associate or Accredited Professional (AP);
  • Envision Sustainability Professional (ENV SP);
  • Certified floodplain manager;
  • Combined DEQ administrator (either erosion and sediment control or stormwater management);
  • 30 hour OSHA general industry course;
  • Safety inspection of in-service bridges;
  • Arlington County Project Manager + VDOT Forward Work Area Traffic Control; and
  • 40 hours of approved training in FHWA, VDOT, NACTO, ITE or UVA – TTA.

This position will require travel to Arlington County for various meetings and field inspections. The successful candidate must possess, or obtain at the time of appointment, a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of the official state / district driving record.
